I am almost certain that OSD stands for Ordinance and Supply Depot - a term I have come across before back then in the good old days.
If COSD is above OSD in the structure you mention, then the C may well stand for Central.
The word 'Central' was commonly used in Rhodesia, especially for the government's tight control of its property.
For example, GCS, or Government Central Stores, based in Salisbury, and the only place that government departments could order their requirements from, eg camp gear, cutlery, uniforms, etc - you name it.
Then there was the CMED, the Central Mechanical Equipment Department, responsible for the repair and maintenance of government vehicles.
Not sure of CAD - yet!
